No. Electrical appliances, when plugged in, create a "circuit." That means that there's an entry and an exit with a powered device somewhere inline. That's why there are two prongs on a plug. On the power adapter for your cell phone the circuit isn't complete unless it's plugged into the phone, so no power will flow through it. ______________ Not entirely true. Notice that the power pack, even with no device plugged in, remains warm to the touch; that's positive evidence that the device continues to draw power.

However, the drain is minimal.

In a word, no. Just like if you leave your lamp plugged in, even though it is in the wall socket, it is not doing anything because it is not turned on. The same is true for the phone charger while the phone is not plugged into it. It is just an inactive wall wart waiting for something to do.
