Yes and no. Those of us of a certain age usually do have shoes and purses matching because we simply are not comfortable any other way, due to the way we were "fashion conditioned". Younger people use their own sense of fashion and sometimes a little daring. For example, if you are wearing, say, a slate grey pantsuit, white blouse and grey shoes, a bright red tote bag would certainly perk up the outfit. However on a formal occasion it is always a good idea to have shoes and purse match or very closely coordinate.
