If either you or your opponent does not have any cards in the Hand, Hand Destruction may not be activated as you cannot fulfill its requirements needed to activate. To be able to activate Hand Destruction, you AND your opponent must have at least 2 cards each.
Also, even if you legally activate it, you and your opponent must still have at least 2 cards in hand when Hand Destruction resolves, or else it will resolve without effect. Such a situation could occur if Hand Destruction was activated, and something was chained that would make one player have less than two cards in hand.

you must make sure the player dose not draw all five cards otherwise you cant, but you could try using card destruction before they draw all 5 pieces and hope that they lose some of them. Also hand destruction can be useful. The only problem with sending the pieces to the graveyard is that your opponent could then summon exodia necross which is just as bad as exodia (unless you are using removal cards in which case you'll be safe).
Elemental Hero Bubbleman says 'you can' special summon this card through his own effect. However that doesn't mean you can't Normal Summon or Set him either, or Special Summon him through other sources, like Monster Reborn.
There is no limit to the number of cards in your hand at any one time, however, you must discard down to 6 at the end of the End Phase of your own turn. At any other time, it doesn't matter. So if you have five cards in hand, and your opponent bounces two or more into your hand, that's ok. So you have 7 now. Your turn draw will make it 8, but it won't matter unless you still have 7 or more when you reach the end of your end phase, which will make you have to discard.

Include Gravity Bind as this will stop the duel and put pressure on your opponent to draw the right cards. 4. Use Card Destruction to replace your opponents hand and draw more cards 5. Use Morphing Jars #1 and #2 to make your opponent draw cards and #2 lets them discard all picked up cards that are not able to be summoned so all spells and traps are gone. 6. Cyber Jar lets you draw 5 cards and summon all lvl 4 or lower monsters or set them. This will take 5 cards off your opponent but make sure that you are cautious as they could draw something powerful. 7. Use Monster Reborn if your opponent has powerful monsters so you can reborn them. 8. Gravekeeper's Servant is a spell card that discards the top card on your opponents deck if they attack. This could help as they might cut down on their offensive. Try and get some of these cards and put more cards in it that is of your own choice.

Imagine the opponent clears your defenses and inflicts battle damage to you with it. In your next turn, you need to be able to defend from it again with the cards you have in hand - because you don't get to draw. Imagine if you've now got no way to stop it? The other player will keep drawing though. Since it returns to hand at the end of the turn, it's safe from many forms of destruction. Plus there were also combos with it - such as having Witch of the Black Forest on the field and summoning Chaos Emperor Dragon. CED would clear both fields and both hands. Witch of the Black Forest would search for Yata Garasu, who'd then attack the opponent. The opponent has nothing left, and can no longer draw. Yata Garasu's player can keep summoning it and attacking - but will also be drawing cards so can shorten the length of the game with special summon cards.

Without cards in your deck, you lose on your next draw because you can no longer complete the start phase (draw a card) to move to the main phase one (first change to play magis/spell cards. You may want to get rid of all cards from your hand. There are some cards with effects that activate only if you do not have cards in your hand.
