Yes. If you purchased yours from someone else, or if the car was modified (like a Baja for example), the reverse lights may have been removed (and the wires possibly cut).
There is probably a reverse light switch on the transaxle that is bad or unplugged
First check the fuse, then check the bulbs, then check the switch.

CHeck to see if any wires fell off the back of the headlight switch or the back of the fuse block
Check your fuses
Pull out on the headlight switch to turn on the fog lights.
Had the same problem with mine. The dealership told me it was the backup light switch. I had the same problem, as do 99% of VW beetle owners. There was a recall on the Brake Light Switch. Call your dealer and they should change it for free. I did. It worked for a bit, but now i think one of my brake lights is out again.

A Super Beetle with a manual transmission has four forward gears and one reverse. A Super Beetle with an Autostick transmission has three forward and one reverse.

Both a stuck reverse switch and shorted wiring can be causes for reverse lights to stay on. Under normal circumstances, the reverse lights turn off as soon as the vehicle is shifted out of reverse.
