Had the same problem with mine. The dealership told me it was the backup light switch.
I had the same problem, as do 99% of VW beetle owners. There was a recall on the Brake Light Switch. Call your dealer and they should change it for free. I did. It worked for a bit, but now i think one of my brake lights is out again.

If this question isn't allready answered, I have a 2001 VW Beetle, there might be a dial type switch on the left of the dash for the lights, turn lights on and pull switch out to turn on fog lights.
get a friend to check them when u have the can in reverse.. or dont start the car and put it in revers and check them urself
it's your reverse back up switch need's to be replaced that's located on the front of the transmission under the air intake piping
