In the Power Distribution Box ( which is " live " ) located in the drivers
side of the ENGINE COMPARTMENT
( # 9 is a yellow color 20 amp mini fuse for the fuel pump relay and RAP module )
Also , # 5 is the fuel pump relay in the PD BOX and the fuel pump shut off
switch ( inertia switch ) is located in the front passenger footwell , behind
the kick panel
I believe that is in the back of the alternator

I have never come across a 1999 Explorer that had a cabin air filter. I am looking at the Ford online service manual right now, and I don't see a listing for it, nor do I see a picture of it anywhere in the diagram. All indications are that vehicle never came equipped with one. My 1999 Ford Explorer Does in deed have a cabin filter, it is located behind the glove compartment.
