Many people say yes because it's a larger bullet that can carry more energy. Someone who does all the fancy math can come in here and flesh this out more.

The AK's 7.62x39 is not NATO's 7.62. NATO's 7.62 does have more range than the 5.56, it also has a larger cartridge than the AK version, pushing it faster. The AK version drops off after ~300M. NATO 5.56 is as accurate as the AK 7.62 out to 1000M (with optics of course).

As for Stopping power, this is about the projectile itself. NATO isn't allowed to use expanding rounds (yay Geneva Convention!). However any civilian can access them. They instantly make 5.56 a more "powerful" round even with kinetic math since expanding rounds impart a much higher percentage of their energy on target. I would argue however that even 5.56 ball has more "stopping power" than 7.62x39 ball. 7.62x39 is extremely hard to find in expanding projectiles. (Maybe if a civilian reloads their own ammo.)

The terminal effects of the two rounds are very different. Most people think all bullets act the same when they hit you. They do not knock people back, and people hope the bullets just go straight through. The, 7.62x39 is infamous for straight through shots. The only 5.56 round that I'm aware of with this reputation is the US Army's "green tip" steel core round. And I've even seen that one behave in the 5.56's more normal fashion. 5.56 tends to bounce around the body. So while the 7.62x39 leaves a slightly larger hole going straight through, the current 5.56 rounds leave a slightly smaller hole that can travel literally all over the body. Since 5.56 is traveling along bones, it's more likely to destroy joints, which is what will actually make someone "drop". Well that and a head shot.

*The US Army is fielding a new round, and has always had alternate ammunition to the green tip.
