This is a good question! What is control? Has the United States of America ever taken over Another Country since the Constitution has taken affect? Answer is NO.

But does the government of the United States of America involve itself, against the same Constitution, to try to influence over countries? Answer is YES.

The U.S. Constitution gives the 'federal' government the ability to protect the shores and land of the individual 'states', (countries) that make up the United States of America, but not to attack any other people, (Nation). The over stepping of these bounds is what can and has created problems for any country, examples of this are Germany (with its form of socialism-'fascism') in WWII and Russia (with its form of socialism-'communism') in WWII, just to name a few. A leadership like this will do whatever protects 'their' interest's, not the 'peoples' interest.

The above example is why the framers of the U.S. Constitution made this nation a 'republic' not a 'democracy' and gave all the rights to the people. It is the uneducated populace that has allowed the U.S. federal government to be able to over step it's authorities.

Should they? Answer: NO, they shouldn't but they certainly do.
