This method worked once, but after re-installing the OS it didn't:

Also, some HG software does not run on a computer with more than 512MB of RAM memory.
To improve the chance of it working, please follow the following installation guidelines:
1. Uninstall the HG program via Control Panel + Add/Remove Programs, if it is currently installed.
2. Before installation, delete (or rename) the InstallShield folder having the pathname:
C:\Program Files\Common Files\InstallShield
3. Disable any security software, especially anti-virus.
For safety, you may wish to temporarily disconnect your internet cable.
4. Install the Harvard Graphics program using a logon with full administrator privileges (or preferably no logon at all i.e. single-user mode in Windows XP).
5. Re-enable the security software.
6. Run the Harvard Graphics program using exactly the same logon as used at step 4.
To get the program to run under Vista, you may have to right-click the icon or the .EXE filename and then left-click the menu option "Run As Administrator".
7. If you find that text is sometimes too large, try changing your Windows screen resolution to be LESS than 1280 x 1024.<?xml:namespace prefix = o ns = "urn:schemas-Microsoft-com:office:office" />

Vista is software (a program) ... a graphics card is hardware.
if you have XP,yes. But you also need Vista for it to work.
No, a graphics card is necessary
Yes, it will work, but make sure you have downloaded the latest drivers for the sound and graphics cards.

its so simple all you do is go to online sound card and graphics card in windows vista.
