Well,it's about 95%(to me) possible. First,if Kakashi awakens his Sharingan Level 2 and uses Chidori,it will become powerful. Then,again if Kakashi can awaken the Mangekyo Sharingan and use Chidori,it will be 10 times as powerful as the last one. Another one would be that if Kakashi trained for the 2 in a half years that Naruto was gone with Jiraiya,then it be strong(but not as strong as Mangekyo Sharingan). Another way can be training with Minato a little more or Sarutobi. Another way is to charge every amount of his chakra into one Chidori. And one last way is to fuse his Chidori with A Thousand Years of Death(for more damage to enemy),or with his new technique,(SPOILER LAYS AHEAD ABOUT KAKASHI'S NEW TECHNIQUE!!Read at own risk!)Rasengan to make it super powerful! Though,the 5%(doubt) is that why would Kakashi risk his life just to use a powerful Chidori. Probaly to save the Leaf Village,but what if it doesn't work out. Kakashi told Sasuke that if you use Chidori more than two times,you'll die. Well,if Kakashi charges his chakra to that amount,he may die or Sakura or Tsunade may heal him. So there's many ways Kakashi can fire up a Leveled 3 Chidori,and many ways that it may cost his life.

How did Kakashi get obito's sharingan?
During on of the Great ninja wars (probably the 3rd) little kakashi and his team were on a mission with their sensei Minato Namikaze. This day also happened to be when Kakashi was promoted to jonin, so his whole team gave him presents except Obito. Obito, Rin, and Kakashi were sent on a separate mission and were going to meet up with Minato later on. Kakashi and Obito got into a fight about which ninjas were the scum of the world. Obito and Rin were ambushed Rin was captured and Obito was saved by Kakashi. Kakashi lost his left eye while trying to save Obito, and Obito finally awakened his sharingans. The duo then rescued Rin, but then while they were escaping the enemies jutsu caused the rocky surroundings to fall. With Kakashi's new blind spot, he was hit by a rock and was going to be squashed by a rock when Obito shoved him aside to take his place. Obito's right side of his body was completely crushed and he was slowly dying. As his gift to Kakashi he gave Kakashi his sharingan to replace Kakashi's bad eye. Rin transplanted the eye, and then Kakashi and Rin were forced to leave.

Which is stronger getsuga tensho or rasengan?
I'd say, base on a head on attack, their equal in power, but strategically, rasengan wins. Rasengan is equal to chidori, because rasengan is only shape manipulation and chidori is both nature and shape manipulation. But, because rasengan's shape manupulation is at such a high level, it seems to equal off with chidori. In the matter of a rasenshuriken, which is a shape and nature manipulation at such a high level, that it's in a different league than chidori. Lighning is inferior to wind. however, the rasenshuriken is at a disadvantage against fire jutsu because wind makes fire stronger. So naruto and sasuke are equally powerful unless one learns a new jutsu. but sasuke has two chakra properties (fire and lightning) and naruto only has one (wind) but naruto can learn 1000 times faster (shadow clones (Naruto vol. 36)) than sasuke when sasuke relies on drugs (courtesy of kabuto). But, remember to take in matter of Sasuke's sharingan (mangekyou sharingan too). Naruto is physically stronger now, because of his Sage Mode, but Sasuke still has his sharingan, and there are still many things to learn about the power of the sharingan like how there is the level of an "ultimate sharingan". Sasuke may soon come into possession of this power (Uchiha Madara posesses this too), because he may already obtained Itachi's eyes. But the one thing sasuke has that naruto doesn't is an attitude. also the rasengan was developed by the fourth hokage and the chidori was developed by kakashi rasengan wins anyday. well i believe that in one of the episodes she trys to kill him for someones sake...but i don't remember exactly but i do remember that kakashi said that she is going to try to kill him and he had to go after her or something like that but its not really a new episode its kinda old. :P
