It does now. In the late 1990s to early 2000s, it did not cost any money. I was in college at the time, and I downloaded thousands of songs for "free." "Free" is in quotation marks because, while I did not pay any money for the Kazaa program or for the songs, nearly half the song files I downloaded had viruses in them, which almost completely destroyed my computer.
Now Kazaa is available for $30 a month, which probably means that they have better control over the quality of the songs they have. But I still wouldn't trust them. Cheap music is nice, but having a computer that works properly is nicer.
