Not usually. Level 1 cache is the first place that a memory access instruction or the instruction fetch unit looks for the data or instruction it wants. It is usually much faster than main memory and somewhat faster than Level 2 Cache. Faster usually means more expensive (or at least scarcer), so L1 cache is usually smaller than L2. For example, Intel's Core i7 (Nehalem) architecture features 64 KB of L1 cache (split between 32 KB used for data and 32 KB used for program instructions), and 256 KB of L2 cache for each of its cores, with between 4 and 12 MB of L3 cache shared among the cores.
