Does Mexico have access to clean water?

Most medium and large cities have access to clean water. You should however drink bottled water and not from the tap, as aging water systems tend to sicken foreigners not accustomed to such water quality.

Most of the city has. However, on the outskirts of the city there are some illegal settlements or shantytowns called "ciudades perdidas" or "lost cities" where people build improvised dwellings made of cardboard and corrugated metal that don't have any utility services such as water, electricity or sewage.

No. Being a 21.16 million city, it has a huge economy. To prevent any water shortages in the medium to long-term, several multi-million projects are taking place, such as improving the maintenance of the Lerma-Cutzamala system which feeds the city, reforestation of the rural areas around the city, and replacing old and leaky water pipes whenever found.
