No. His highest rank is Genin but he soon becomes stronger than Kakashi and defeats Pain/Nagato all by himself.

No During the chunin exams the sand village attacked the leaf village during Sasuke's match and team 7 went to go defeat gaara and after the attack of the sand village they had to repair the damages and sasuke went with orochimaru and naruto went with jiraiya thus they never became a chunin.
