When you are working in Manual Recalculation mode, that is what it will do. For Automatic Recalculation it is not really used, as formulas will update any time a change is made. Pressing F9 will still recalculate them, but there is no need to. There are a few exceptions where you might use F9 when Automatic Recalculation is working. You could use it to regenerate values for the RANDBETWEEN function for example.

Go to Options. Under the Formulas section you will see where you can turn it on and off. You can also do it in Calculation Options in the Formulas tab on the ribbon. When it is off, pressing the F9 key will cause the worksheet to recalculate, or you can press the Calculate Now button on the Formulas tab.
All formulas recalculate when Excel opens, so if a database in Excel has formulas in it, it will be recalibrated. It could also be linked to another file or external source which may make it change when it is opened.

Normally the spreadsheet will automatically recalculate all formulas. There is a setting called manual recalculation which will only recalculate the formulas when the user presses the F9 key.recalculates all.
Any time a value is changed in a spreadsheet, it automatically recalculates the entire worksheet. This keeps it up to date for the values that are now in the worksheet. A worksheet can have many formulas. Changing one value can affect many of those formulas, so it is important that they do recalculate when changes are made.
If you mean to find which cells have formulas and not values, you do it using the Goto option. Press the F5 key and then click on Special, which opens another set of options. From there, select Formulas and all formulas in the worksheet will be selected. Pressing Ctrl and the ' key will show the formulas that are in cells.
