Normally the spreadsheet will automatically recalculate all formulas. There is a setting called manual recalculation which will only recalculate the formulas when the user presses the F9 key.

It can do various things. On entering the value to a cell, the value may be formatted if the cell has some previous formatting applied to it. All the formulas in the spreadsheet will recalculate, which means that if the new value affects some results of formulas, the spreadsheet will be up to date. If you want Excel to divide one number by another, use the "/" character.
