Washington, DC, is part of the United States of America and is subject to the Constitution, to Acts of Congress and to Federal regulations, just as are the 50 states, whether they call themselves commonwealths or simply states. In addition, the District if Columbia is subject to direct legislation and control by Congress in a way that the 50 states are not.
