Absolutely it does. Since we are a wiki, we welcome the general public to our site to ask and answer questions, and not all of them have the same expertise in the English language. We still want them to be here, of course, whether or not they are good at spelling. So we are always happy when people who are very good at grammar and spelling also want to participate and help us clean up the wording and the grammar of so many things.
That's why people can edit questions and answers. It is also why we have the WikiEditors program to get knowledgeable individuals to participate in correcting grammar issues.

Only answers can be flagged for improvement such as spelling or grammar clean-up. If a question is offensive, the fastest solution is to contact a WikiAnswers Supervisor by posting on the Report Vandalism and Abuse board of the Community Forum. You can also use the 'report abuse' button which is just above the question. Of course, you must be logged in and be a user in good standing to be able to flag a question.
That question is very general and demeaning to those who do have decent or excellent grammar. However, most probably would agree that the lack of correct spelling and grammar usage can be a problem on the Internet in general.
Maybe they are in a rush or just made some typos!!
