If your 1980 H D still has it's electronic ignition set the plug gap at .040 ... If some one has changed it to a point and condenser set up you need to set your plug gap at .028 and your points, if it has been converted , set at .018
If it's points or a Dyna S ignition you set the plugs at 28, other wise you set the plugs between 38 - 40
I guess you know how to set points. If so, use a paper match book. The paper match book is just right! Have used the same more times tha i care to recollect. LOL
It would have electronic ignition, no points.
The point cover on a H-D covers the ignition points on older machines. The points can be in different locations depending upon the model and year of motor. Note that modern machines, while the covers are sometimes called "point covers", have all solid state ignition modules and coils.

No it does not have points or condenser.
You could have a sticking solenoid on the starter, you could have a defective starter button, or your solenoid wires may be set up in a way that causes the current to ark between points when it's not supposed to.
