I have a 1999 Buick Regal GS and the cabin air filter is located under the hood on the passenger side on top of the firewall near the windshield wiper. The cover has screws holding it down.

Open and read your owner's manual. The location is listed there. You have to remove the plastic trim around the passenger side wiper. It is under the window.

this car does not have a cabin air filter when you take off the plastic covers there you can see into the air box where the blower is but there is no filter in it. Apparently they never put one in when they made the car but i bought a cabin air filter for a 2002 buick regal and it fits in perfectly. Lots of GM cars have the same designs and parts, just like so many have the 3800 engine
