There is no breaker, only a relay and a fuse under the hood. Ford is the only manufacturer that used the breaker. If you think your pump is bad just take a hammer and tap on the bottom of the tank while turning the engine over. You don't need to bang on it with a sledge hammer, just a few "love taps" should do the trick and save yourself a $300 fuel pump.
