no it has first gen obd ... obd2 is only on 96 and up cars

It is up under the dash and that will all have to be removed if it has a console that will need to be removed as well.
94 buick lesabre was right at the change over( obd1 to obd2) some have an obd2 connection with an obd1 computer. this can only be read by buick garages. go to auto zone or checker auto and they can tell you.
i have a '94 bucik park avenue..mine did they same thing and come to find out the brake fluid was low. If the brake fluid level is low your brakes need attention soon. Don't just add brake fluid.
It is located behind the bumper in the front center of the engine compartment above the frame support going across (side to side) just in front of the wheels.
The fuel relay switch is located under the hood on the dash firewall. You will need to know the number for the relay switch as there are several switches. do have a pitcher ?
no the module for the lock up overdrive will not fit the 94 if you have the whole car you can remove the connector and wire it into your harness and have two wires to spare but it will bolt to the 3800 series motor
92-96 Hondas in general have OBD1, not OBD2 and therefore no OBD2 / diagnostics plug.

From the little I can read into what you're saying, I'd suggest that the throttle body injecto might be sticking.
fuel to air ratio is messed up, or simply an error with fuel injection module sending too much fuel to cylinders flooding them.
My 91 has no governer, it will BURY the speedometer needle beyond 160km/h (100mph) down to where the shift indicator is! Try it at your own risk.... my 94 has no governer either and it tops out the speedometer (100mph) at 3000 rpms and from there i can get the rpms to about 4300 to 4500 on flat open highway.
