My 91 has no governer, it will BURY the speedometer needle beyond 160km/h (100mph) down to where the shift indicator is! Try it at your own risk.... my 94 has no governer either and it tops out the speedometer (100mph) at 3000 rpms and from there i can get the rpms to about 4300 to 4500 on flat open highway.
You cannot remove what it does not have. Your Buick does not have a governor. Speed is controlled by the ECU.
