If staying more than 21 days, you should be able to arrange the extension on arrival in the Philippines. It is usd $50 if paid at Immigration on arrival.
If this is not possible, you can arrange the extension at any Bureau of Immigration office in the Philippines or at some travel agents and hotels who act as an agent for the Bureau of Immigration.
