Based on my understanding of your question, here is my answer:
Social Security cheques and Child Support are two separate things. However, if the person owing Child Support is receiving any source of income, I do believe they are required (by law) to pay what they owe from said income toward their Child Support.
For information in regards to such matters, it is best to contact a Family Court Official (can be found in the Government Pages of your local Phonebook) and/or Government website, to familiarize yourself with your legal rights.

If the child receives an RSDI benefit that is based on the obligor's SSA account, it is considered child support. If that benefit exceeds the amount ordered for child support, the obligor does not owe any additional payment.
Retirement does not excuse one from paying support; however, the retiree could petition the court to lower the payment based on substantial decrease in income.
