This is a difficult question to answer.

The speed of a vehicle is dictated by the throttle position. So in short, no a cold air intake will not make a car go faster.

However a cold intake charge will in turn create a denser intake charge. A dense intake charge allows for more air to enter the cylinder for combustion at the WOT position and will potentially produce more power. The limitation of maximum speed on a car (when not considering forms of electronic limitation) is its ability to overcome drag forces. If more power is available, then the car may potentially travel at a faster speed due to being able to overcome the drag forces.
