Yes, only if used along with a proper training program. No one dog will take to the whistle right away a cycle of positive reinforcement along with the whistle needs to occur. The best thing is to try and associate the whistle with something good/bad depending on the type of training you are doing.

Got a dog? Get one of those dog whistles from the pet store that farmers use. Humans can't hear them so when you whistle it a dog will hear it (and hopefully come) and humans won't. Good luck. It isn't louder (loudness has to do with intensity, and a small whistle can't generate that much intensity), it's a higher frequency. In the range that is inaudible to humans.
