Parental rights are defined by the custodial order that is in affect. However, the 17-year-old is a minor in every state and therefore not legally able to simply "move in" with her boyfriend. The issue of pregnancy does not supercede laws of any US state pertaining to the age of majority or cohabitation of minors. A parent who objects to the situation should file a petition in circuit court to request the minor remanded to the custody of themselves or a custodian as chosen by the court. The petition can be filed on the grounds that the subject is a minor female, is pregnant and not married, and the environment in which the minor is residing should be addressed as should issues of prenatal care, etc.
