The only way that a parent would not have to pay child support would be: A) The child has an emancipation which is something you should look into if you do not live with your parents.
B)They are granted by the courts that they no longer have to pay.
C)You are living at home with them.
Honestly look into an emancipation. It may be in your best interest. If the child is no longer living at home, and is seeking financial assistance, both parents should equally contribute, since neither parent mother or father has physical custody of said child. If the child is 18 years old, then child is considered an adult and would probably be considered an adult at that time.
