Yes! A filter uses live bacteria to biologically change the poisonous Ammonia that is created by fish breathing and pooing in their water, into relatively harmless Nitrate. It should be on permanently and allowed to run constantly. If you turn it off the good live bacteria will die and add to the poisons in the tank.
