Timing belts ( cam belts ) will conform to the shape of the cam and crank pulleys ( and the tensioners ) while sitting around for any length of time. They become brittle over time as any polymer would. When you start a motor that has sat idle for a long time you risk breaking the cam belt. Manufacturers recommend changing the cam belt on most VW's every 80K miles or 4 years, wichever comes first.
