First of all, it depends whether or not you guys know each other. In your case, it seems like you don't know each other so therefore It could be that he wants to talk to you, but he doesn't know how to get there. If you saw him twice already, chances are that next time he will look at you again. The guy could either be shy and is afraid to talk to you or could be interested in your looks. He might have a girlfriend and maybe thinks that it wouldn't be a very good idea if he talked to you. He could be afraid of either loosing his girl or just liking you.
