First your iPod needs to be jailbroken, I recommend green pois0n (which is untethered and trusted by many people)
1. Download green pois0n on your computer.
2. Plug your device into your computer
3. Icon called "absinthe 2.0.4" or similar will show on your desktop, open it.
4. Hit the jailbreak button (it will take from 5 minutes to over 30 to jailbreak your device.)
5. Once your device is jailbroken and rebooted, a new application called "Cydia" will be on the screen.
Your device is now successfully jailbroken. (There's lots of other fun features that a jailbreak offers!)
Now, to download Siri:
1. Open the Cydia application
2. Go to "manage" at the bottom of the screen, then "Sources" in the center, hit "edit" on the top right corner, and "add".
3. Type in http://cydia.myrepospace.net/beta/htz and add source. Once source is added, click on it, and install it.
4. Go to the internet Safari and in the browser, type grwhsiri.net/connect.
5. Go to the Step 4 and tap on the URL that follows. agree to the terms, and it will redirect you to the page.
6. Scroll down where it lists 1-5 servers. Copy the first server web address.
7. Now go to your device's settings, then somewhere you should find [Ac!D]Siri. Tap on it
8. First listed should be a Proxy Host. Paste the copied address into the area and then close.
9. You can test Siri by pressing and holding the home button.

Not exactly but if you hold the home button for 5 seconds a "Voice Control" screen will pop up and you have the option to choose music based on what artist or album you want. The voice sounds like Siri so I guess this is what the question asks for. Other than that the iPhone 4S has all of Siri.
