passport is very important! no matter how old is the baby.
Unless you are on parole and under some kind of travel restriction there should be no prohibition against obtainiing a passport.
If having a passport for 3 years from German it will not be good. You will have to get a new passport to travel to the UK.

Yes. My friends travelled to Europe with their 5 and 7 year old girls a few years ago and they needed passaports.

The easiest way is doing it by mail, verify that: Your old passport is undamaged, it was issued under your current name (if not you can legally document that name change), it was issued when you were 16 or older and that the passport is no older than 15 years.
