The only way to prevent a litter is to get all the household cats neutered. Personality wise, there is no "best" combination gender. Getting a female or a male cat is completely up to you and what you think is best. It may be ideal to look for a cat whom is used to the company of other cats so that the initial transition to your home is easier on both cats.
Get a male. Two female cats would fight for dominance over each other ( which could get pretty nasty) Just make sure to get them spayed & neutered.
actually, it doesnt really matter. Im pretty sure that both genders will get along or 2 of the same gender. As long as they like eachother, and you like the cat, there wont be any problems.

It really depends entirely on the individual animals. Typically, male dogs who haven't been fixed are more territorial than females, so based on that knowledge I would suggest a female. However, I have 2 male dogs and 1 female who all get along just fine in a house with a male cat. So, again, it just depends on the specific cat and dog.
