Does a non-accredited university have the power to award degree and does the degree awarded have any value?

In my experience if any educational institute is NOT accredited then yes they can offer awards they call a degree, doctorate or anything else. However, unless that award is from a recognised awarding body - its really no better than an certificate of attendance. This is because ANY award, at any level will require that it meets a national standard and that standard has been set and agreed by the main agency responsible for education within that country. Once this is undertaken it will ensure that any educational environment teaches, examines and marks the given subject using the same criteria of the next educational environment.
