It's really simple. Ask yourself: "Is there an entire question INSIDE the quotation marks? If so, put the question mark INSIDE the quotation marks.

If not, then the question mark goes OUTSIDE the quotation marks.

Here are two contrasting examples:

Mary wants to know, "Who is that guy?". An entire question is inside the quotation marks. (Notice that a period is also needed at the end in order to end the REST of the sentence.)

However:

What is the topic of the "Educators' Seminar" today?There is not an entire quotation inside the quotation marks. The actual question word (what?) is not in quotation marks at all, and therefore the question mark should not be either.

Use a question mark when ending an interrogative sentence (a sentence that asks a question). Let's give some examples: "Does Dinie Slothouber still love Mitch Longley? " "Does the Echelon Towers approve of Jim staying with Carol?" "What is Darin Geltzer's latest hit single? " ALL questions, ending with a question mark.

- Well, it depends. When a person is speaking, then yes. That's often the case.

-For instance: Sally asked, "When do we eat dinner?"

As you can see, since Sally is asking a question, the question mark goes before the quotation.

- The other case is when you are simply naming something in quotes and asking about it.

-For example: Why do people love "Harry Potter"?

However, in this case, a person isn't talking. As you should know, "Harry Potter" is a character in the series of, well, "Harry Potter", the book. Therefore, it's put in quotes.

- Another thing is when a person is asking about something in quotations.

-For example: John asked, "Why do people love 'Harry Potter'?"

This is sort of a different thing altogether. Because someone is already speaking, the quotation marks of "Harry Potter" are changed to 'Harry Potter', so as to not confusing both quotation marks.

Just remember: When a person is speaking, then yes, it goes before. If a person is not speaking and simply asking a question about something in quotations, then no, it goes after. And if someone is asking about something in quotations, and is actually speaking, then the quotation marks of the object in quotations changes to ', and the actual quotation that mark the person speaking remain the same, with the question mark after the quotated object and before the quotation marks of the person speaking.

No. If the punctuation mark is used in the quotation it remains in the quotation. Punctuation marks always go inside the quotation if the quotation ends the sentence.
