This could be an indication of a blockage or you may need to install more venting lines.
where one toilet is draining to its own unshared line, the line can be 3" but once both toilets are draining to the same line, it needs to be 4". in other words, from the first toilet to the second toilet can be 3" but past the second toilet needs to be 4". there needs to be a vent downstream of the second toilet in the direction of flow if there is another fixture of any kind downstream of the two toilets.
This is not a venting problem. You have a possible blockage. Get a plumber to check your sewer lines. They may need to be cleaned out.
What you probably need to do is snake out the vents. You probably have debris in them.1- you may have a slight blockage2- Poor venting and water Jetting will scour the piping rather then rodding
