Air Force One is the air traffic control call sign for any plane that the President of the United States is flying in. Obviously, when You get on a plane to go somewhere it has your tacit permission to fly.

In addressing the recent concern over the costs of the NYC flyover of one of the planes used routinely for transporting the President, the Office of Military Affairs made it clear that the costs would have been incurred anyway for routine maintenance flights.

Of course, you have the common sense to know that no one is going to check in first with the President for his special permission before conducting routine maintenance flights.
