The gauges on the dash is the instrument cluster.
Replace the gasket.

On a 1994 Buick LaSabre why does the engine continue to rev up while driving even when the brake is applied ? or when driving why doesn't the engine return to idle when the brake is applied? I would check for a vacuum leak

The instrument clusters are wired completely different and it is a task beyond belief to change out the prongs on the wiring and get it right.
tip top condition I'd say 26 mpg, tip top and driven well. I get maybe 25 out of my '95 LeSabre, on good days.
Can't say for sure, but I would encourage you to remove the kick panel and look under the dashboard at the far right side of the passenger's legspace.
The ECM is located under the right hand side of the instrument panel.
instrument cluster needs to come out and apart to gain access and replace gauge
