Not necessarily. An axolotl can easily get by like many other fish with the dissolved oxygen in the tank water. If an axolotl needs more oxygen, they will often swim up to the surface and take a gulp of air. Usually filters and/or weekly water changes are enough for incorporating dissolved oxygen in the tank. One indicator that a tank could benefit from an oxygen pump, is if the axolotl's gills are really long and fluffy. This means that there is less dissolved oxygen in the tank, so their gills extend out farther. It's not super harmful, but it wouldn't hurt.
It is alright if your axolotl swims around at the top of their enclosure. This may however signify that they need more oxygen and that you should clean the tank more often.

No you don't need a tank to simply pump water from a lake. You would only need a tank if your using a pressure switch to turn the pump on and off.
