North Vietnamese & South Vietnamese Vietnam War veterans are most certainly still living in some of those nations.
I added something to the discussion board of this question. Please take a look.
Not one thing can be blamed for anything; and anyone, to include non-veterans have performed such acts.
The Memorial is visited by anyone wishing to pay their respects to those who served in Vietnam such as veterans , those who lost a family member in the war , students , etc . . .
Kept a low profile, tried not to tell anyone about it. Couldn't get a job (right away anyway) if they began talking.
Generally, a Vietnam era veteran is considered anyone who served in the military between 1964-1975. There are, however, some nuances in the case of Vietnam War veterans, who served in country during the war. They can date back to the late 1950s and early 1960s, when the US had advisers in Vietnam; also, while there were only few in Vietnam at this time, some US servicemen who served in 1974-1975 would be considered Vietnam veterans (I.e. marines present at the Fall of Saigon and US Navy sailors who aided in evacuating Saigon).

There is no evidence to suggest that Richard Nixon directly killed anyone. However, his involvement in the Vietnam War and the bombing campaign in Cambodia led to the deaths of thousands of people. Additionally, his presidency was marred by the Watergate scandal, which resulted in the resignation of Nixon but did not involve any direct deaths.
veterans is a generic term for anyone who has been around a long time. But I think you mean Military Veterans who are people who once served their country in the military but are now retired from the military....
