Does anyone know where the main actuator controller is on a 1998 Navigator Max Air produces only hot air from dash but all rear vents blow cold How many total ducts could be affected?

the actuator is located under the dash to the left of the heater core. The entire dash has to be removed (all-day job). The air bag removal is no fun either. A non-dealer repair shop will charge you between 700-1000 to fix and its mostly labor. A dealer will charge you double that.
