Juggernaut has been in fights where he has lost. For example when he fought the Hulk. Hulk knocked his helmet off and started to punch his face. If Captain Marvel could get his helmet off he would win but that is easier said than done and I don't think he has the strength to do that. All and all I think The Juggernaut would win because he is physically indestructible. There is really not much Captain Marvel could do to him.
