The difference is that Passive cooling is just a heat sink that dissipates the heat into the air without the help of a fan. Active cooling is when you have a heat sink and a fan is directly blowing/sucking air thru the heat sink to cool it. The fan does not have to be on the heat sink as with some dell/gateway computers. The fan is on the plastic shroud, which in turn fits right over the heat sink. Water cooling and phase-change cooling is also considered active cooling.
A part to help absorb heat and dissipate to the ait. It should be exposed to it and have cooling fins.

If the problem your having is in your 'cooling system' , flushing it out could help out a lot.
When sweat moves out onto the skin, heat transfers from the body to the sweat on your skin which eventually evaporates, removing the heat and cooling the skin. This system eliminates heat produced by muscle contractions.
Look for a bleeder valve on the upper part of the cooling system. Is the water pump working properly? Did you flush the radiator? Did you have the heater control set to hot when burping the system?
you may have trapped air in the cooling system..try bleeding the cooling system

If the problem is to help engine cooling through the direct transfer of heat out of the piping, the aluminum will be superior to the silicone piping by far. Aluminum is one of the best materials for the conduction of heat.
By heating and cooling more slowly than land or air
If by cooling system you mean the cooling fan, it takes a while for the coolant temperature to rise enough to trigger the temperature sensor that activates the fan. This is to help warm up the engine and to avoid unnecessary operation of the cooling fan when it is not needed.
The radiator may be plugged up. There are products available to help clean the cooling system, and the cooling system should be backflushed after using them.
