I am on Cipro for a kidney infection and had the same question. My research shows that it doesn't:
Question: I am currently taking Cipro 500 for a bladder/urinary tract infection. I am also taking Birth Control pills. Will the Cipro change the effectiveness of my birth control medication? Is there any antibiotic substance involved? Answer: Not to any appreciable amount.

Side-note: If you're taking Cipro or any other antibiotic plus birth control and you're a woman, the risk that you might develop a yeast infection is elevated, so avoid receiving oral sex (especially if your partner hasn't brushed his/her teeth and used mouthwash beforehand) as well as having your partner use a condom during sex to prevent further disruptions to your vagina's chemistry. Without knowing what type of birth control you're referring to we cannot answer your question - some birth control does absolutely nothing to your hormones, some birth control completely shuts down your hormones.
"Contraceptive" and "birth control" are synonymous. All contraceptives are methods of birth control.
