Very simply, it can affect it severely. Emotion, as once put by a wise race, is like a wild beast that must be subdued to prevent irrational behavior. It can have a massive impact on the mind, and extremely strong emotion can even affect a person physically. Anger can make someone act out of rage and commit murder, or it can cause a necessary revolution to better a population's living conditions. Joy can be passed on and spread, but can be shot down in moments. It really does all depend on how a person uses their emotion that gauges how much it really affects them, sociologically speaking that is.
Outside stimulus triggers psychological responses in our minds, which are emotions. So yes and no.
