The fuel float will float in water but not fuel because it has a small leak in the float. Water and fuel have difference densities, and the leak is likely small enough to let fuel in, but not water. For an 88 Bronco, the part you are looking for is COAZ-9202-B
Diesel fuel is hygroscopic and absorbs water. It's not unusual for diesel vehicles to have water in the fuel. Use a fuel conditioner and water remover, and use the water separator drain if it has one.
