no, upgrading your exhaust, spark plugs (& wires), intake manifold, airfilter, etc improve performance. Driving in D3 will only make the car use 3 of its 4 gears, increasing fuel consumption. It is a way of down-shifting if you want to increase the RPM to a point where you can use better the present horsepower of your engine, just make sure you don't downshift to D3 at high speeds cause you can blow the engine and that's expensive!!!
