Yes and no... because although I = 1, V = 5, X = 10, L = 50, C = 100, D = 500 and M = 1000, multiples and combinations of the numerals are used to represent other numbers. For example... X = 10, XX = 20, XXX = 30, IX = 9, XXXIX = 39. The value of X is always 10 but it is used in dfferent numbers. Also (X) = 10,000. Likeways with numerals such as I which simply equals 1 but can also be used in many combinations, for example it appears five times in (VIII)DCLXXVII = 8,677
